Job Description Summary:
UCAR Community Programs (UCP) is excited to announce the job opening for the Earth Observations and Data Services (EODS) Center Senior Administrator position. EODS provides essential Earth observations, derived products, data services, models, and tools to advance research, operations, and education in Earth Systems Science. The three unique programs within EODS (JCSDA, NSF Unidata, and COSMIC) provide unique service to the community.
UCP Business Shared Services (BSS) administrative teams are deployed to partner with each Center within UCP. The deployed teams integrate deeply within the center and come together as the BSS team to share knowledge, develop and refine best practices and bolster professional growth among administrative colleagues.
The EODS Senior Administrator reports to the UCP Director of Business Operations and has matrixed reporting to the EODS Center Director. The EODS Senior Administrator is a senior member of EODS Center and BSS leadership teams. This position provides leadership and overall management to ensure a high performing administrative team to partner with the EODS Center across functional areas including human resources, finance, budget, proposal and post award administration, and policy interpretation. The position has a key role in the BSS to propel ongoing development, implementation and improvement for UCP Business Shared Services.

Key Responsibilities
Leadership
Build and execute the strategic vision of the Center and Programs, as a member of the EODS Center Leadership team.
Responsible for task allocation to and performance management of deployed BSS staff.
Provide administrative direction to the deployed BSS team for all functional areas (award and financial management and analysis, proposals, contracts and subawards, travel, procurement and HR).
Supervise, train, and evaluate the BSS team that is deployed to EODS to provide admin support.
Financial & Award Management
Develop and manage a comprehensive Center budget for all Center funding, including scenarios such as what-if, risk mitigation, and business development.
Manage Center indirect funds including G&A funding as applicable.
Provide administrative direction to EODS Administrators and Budget Analysts in the formulation, interpretation of program and project budget scenarios and management.
Primary administrator for large, complex awards across programs within Center award and financial management and analysis, contracts and subawards, oversees related travel and procurement.
Lead large Center-based proposals, including development and coordination of timeline, proposal team roles and responsibilities and budget development.
Human Resources & Workforce Management
Lead strategic staffing management including FTE projections/needs for the administrative team and the Center as a whole.
Provide strategic analysis, advise and support to Center leadership for HR matters.
Primary HR connector for Center to coordinate HR actions with UCP HRA and UCAR CHRO.
UCP Responsibilities
Participate in UCP Leadership meetings and retreats across the entity.
Lead standardization/streamline of business process and cultural change for BSS in partnership with the Director of Business Operations and fellow Senior Administrators across UCP.
Partner with UCP Director of Business Operations as well as Center & Program Directors to evaluate and meet Center administrative needs.
Train, coach, and mentor BSS staff both within and beyond their Center.
Partner with UCP Director of Business Operations and Senior Administrators to develop and co-lead BSS-wide meetings and retreats.
Represent UCP on UCAR committees when asked by the UCP Director of Business Operations.
Serve as acting UCP Director of Business Operations as needed.

Education & Experience
Bachelor's degree in business, accounting, or related field;
10 years of relevant experience;
Relevant experience includes demonstrated successful experience in management at a senior level, including:
Managing complex strategic operational issues.
The interface between strategic development and operational delivery.
Workforce planning.
Leading and developing a team approach in a multi-disciplinary, shared services environment.
Or an equivalent combination of education and experience.
Desired, but not required:
Master’s Degree in business, accounting, or related field.
2 years of supervisor experience.

High level skill in current technical and professional skills in finance and financial management such as budget management and analysis.
Excellent analytical, interpersonal, communications and presentation skills.

Advanced knowledge of proposal development for different award vehicles such as grants, cooperative agreements, contracts, and Indefinite Delivery - Indefinite Quantity (IDIQs).

Strong supervisory and mentoring/coaching skills.
