Project Overview:
The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016.
Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.
Position Summary:
The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Project HR Representative- Operations at the Pueblo, CO location. This position will report to the Human Resources Manager at the PCAPP project.
This PCAPP position falls under the scope of the McNamara-O’Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working.
This is a long-term assignment with a 4-10s schedule. The work hours are from 6:30am – 5:00pm Monday – Thursday. This position may require additional overtime hours as deemed necessary.
Responsibilities:
Principle responsibilities include, but are not limited to:
Provide guidance and interpretation of Human Resources and Project policies and procedures.
Consult with the Project HR Manager and NS&E HR Operations team regarding the intent and application of Bechtel personnel policies.
Coordinate PCAPP HR policy or procedure updates and document HR processes/programs.
Coordinate and provide guidance and interpretation of Project relocation programs.
Prepare Policy Approval Requests (PARs) and Exception to Policies (ETPs) prior to submission for approval ensuring compliance with NS&E policies; coordinate management approval and subsequent distribution.
Track assignment completion information and coordinate assignment completion notifications and letters.
Responsible for coordinating project’s compensation process, including Bonus and Salary Planning with oversight from the HR Manager.
Complete HR audits as required.
Generate standard and ad-hoc reports through our HR Systems.
Facilitate/Conduct sessions as required for various HR programs, including Employee Engagement, Upward Feedback sessions, New Leader Assimilations, and HR portion of PCAPP Leadership Skills (PLS) Supervisory Training.
Support other PCAPP HR initiatives and efforts as requested (e.g. HR Knowledge Share sessions and HR Minutes).
Responsible for PCAPP Alternate Shift Schedule Program (12 & 24-Hour) including orientation with employees rotating on, communication on charging guidance, collaborate with Payroll on schedule changes, and conduct ad hoc audits and assessments relative to 12 & 24-Hour time charging.
Additional team support responsibilities included but not limited to:
Assist HR staffing initiatives during high volumes of recruiting and talent acquisition.
Conduct exit interviews and assist in on-boarding efforts (i.e. New Hire Orientation, I-9).
Works on special projects assigned by the Project HR Manager.
Qualifications and Skills
Basic Qualifications:
Bachelor's degree from an accredited university in Human Resources, Business Administration, or related field and 3 years of relevant experience. In lieu of a degree, 9 years of relevant experience.
Must have the right to work and remain in the United States without sponsorship.
Minimum Qualifications:
Strong analytical skills including advanced experience with Microsoft Excel.
Good organization and strong interpersonal relationship skills; communication skills (both written and oral) are required to interface effectively with employees and all levels of management.
Ability to handle sensitive, confidential information and maintain discretion and confidentiality and capable of working independently with minimum supervision.
Experience working with department policies and procedures.
Preferred Qualifications:
SPHR or PHR certification.
General knowledge of HR policies and procedures.
Basic knowledge of laws affecting Human Resources.
Familiarity with government contracting, FAR, Service Contract Act and DCAA requirements.
Experience and working knowledge of HR systems such as SAP.
