Job Summary:
The Project Development Engineer is responsible for the oversight and management of engineering and development activities for solar construction projects and/or portfolios. Main functions include planning and directing engineering resources on projects, system design engineering, interconnection, permitting, and tracking/scheduling select major equipment procurement.
This position is accountable for the execution and schedule progress of engineering deliverables, budget tracking/maintenance for engineering development stage activities, and coordination with engineering subcontractors, clients, and other project stakeholders.
Essential Duties and Responsibilities:
Direct communications with all internal and external project team resources during development phase of solar projects (i.e.- from contract signing until construction permit received)
Establish all key milestones and prepare initial project schedule on Smartsheet
Assess and outline deliverable needs for project, communicate resource requirements to management
Manage project development phase budget; Create and execute estimates/cost-tracking for change management during this phase
Select and provide oversight of development stage services and/or subs (e.g.- Surveyors, Architects, Engineers, Inspectors, etc.)
Perform design reviews with Ops team / subcontractors to ensure design meets scope, budget and field conditions
Collaborate with Project/Construction Management Team during major equipment procurement as needed to specify and order major equipment
Attend customer meetings and presentations throughout project
Act as liaison with Project/Construction Management & senior management on matters relating to engineering progress, quality, scope and technical/permitting issues; interfaces with customers on technical issues
Maintain sufficient records, files, controls, and procedures for core activities
Visit job sites during project planning, installation progress, punch-outs, quality control, etc.
Provide internal weekly progress reports on assigned activities
Collaborate on post-op analysis of variances against budget and schedule
Business Development
Assist the sales team in developing projects / bids using helioscope and/or AutoCAD
Analyze job specifications to determine appropriate construction methods
Permitting
Collaborate with internal and external engineering resources to design and review project plans for PV systems based on contract scope, code compliance, budget and/or site conditions; prepare any required corrections or revisions during plan check
Procure building permits from the AHJ online or in person as required
Interconnection
Provide initial documentation and prepare any required corrections or revisions required to assist in the completion of interconnection applications and approvals with the local utility.
Assist with coordination of interconnection work and PTO
Construction
Coordinate and oversee implementation of project turnover to the Project/Construction Management team for build phase
Provide detailed equipment and BOS list / quotes, subcontractor quotes to Ops teams based on the completed design
Respond with assistance if needed to RFIs and engineering submittals during the construction phase of the project and assist with engineered field changes
Assist Project/Construction Management Team with project close out deliverables, prepare as-built drawings/record sets
Post Ops
Monitoring of system performance for completed projects for verification of meeting our contractual obligations as well as assisting in the development of in-house solar service, operations and preventative maintenance capabilities
Preferred:
Experience in permitting processes with local authorities.
Independently has overseen multi-million dollar
Extensive work experience in management and completion of large-scale projects which include a comfortability with analyzing contractual obligations and using experienced judgement to determine proper deferment to excess requests or defense of company interests with various methods such as writing statement letters.
