JOB SUMMARY/PURPOSE

The Manager, Site Procurement reports to Senior Manager, Supply Chain Operations. This position is accountable/responsible for the administration of the Supply Chain processes. Effectively utilize Supply Chain Fleet Performance Indicators, reports, and procedures to ensure effective and consistent implementation of fleet defined processes occurs. Manage, monitor and report adherence to Supply Chain Outage Milestones. Take corrective actions to address potentially missed milestones and other shortcomings. Manage multiple and sometimes conflicting priorities. Ensure the Supply Chain Department has a culture of being proactively engaged in improving equipment reliability through proper stocking levels of critical and non-critical spares. Anticipate materials needs and seek out solutions to ensure stocking level support of emergent issues and needs.

The Manager, Site Procurement will work closely with all interfacing plant departments including Maintenance, Production, Engineering, Operations, Chemistry, and Project Management. Document adverse conditions and performance deficiencies in the Condition Report Program, perform CR dispositions, develop and implement corrective action plans, and verify effectiveness of actions taken.

SUMMARY JOB DUTIES

1. Safety/Human Performance: Ensure the Team always puts safety first. Actively promote strong safety behaviors, utilizing key tools such as Close Call /Good Catch in addition to proactive field visits to review standards and behaviors. Monitoring and influencing Suppliers to proactively identify any safety concerns.
2. Procurement Management: Oversee budget development and manage departmental functions within budget. Oversee negotiation and administration of vendor contracts for materials and services. Ensure compliance with company policies and procedures. Oversee the development of bid packages and purchase orders.
3. Assured Supply: Ensure sufficient and proper materials and stocking levels are available to support the needs of the plant. Ensure all materials available for issue meet technical and quality requirements.
4. Leadership: Manage multi-disciplined groups and function as a team leader. Responsible for safety, leadership, training and supervision of site Supply Chain personnel. Support the Director in the implementation of the fleet strategy, goals, expectations and directives. Act on behalf of the Senior Manager / Director as required. Ensure that personnel implement assigned processes in accordance with standardized Supply Chain procedures. Serve as Self-Assessment and/or Benchmark Team Lead or Team Member. Provide daily direction to on-site Procurement Engineering staff to align with supply chain priorities. Act on behalf of Supply Chain leadership, as required.
5. Outage Support: Provide emergency, back-shift and outage support as required. Deliver effective communications between plant management and the SUPPLY CHAIN staff for emergent and outage priorities. Support the Emergency Response Organization and associated activities.
6. Site Support: Serve as site lead team member and management liaison between Supply Chain and interfacing plant departments including Maintenance, Production, Engineering, Operations, Chemistry, and Project Management. Document adverse conditions and performance deficiencies in the Condition Report Program, perform CR dispositions, develop and implement corrective action plans, and verify effectiveness of actions taken. Develop and deliver presentations to communicate Supply Chain initiatives and performance results to site counterparts.
7. Performance Management: Establish departmental objectives and standards of performance in accordance with defined Supply Chain objectives and nuclear site expectations. Actively seek and solicit ideas from staff for lean / efficiency initiatives. Plan and implement improvements, and study effects of changes.
8. Partnership: Accountable for establishing and maintaining healthy and positive stakeholder relationships. This activity includes establishing cross-functional and cross-sector teams with key stakeholders and creating a multi-year demand plans with integrated supply chain solutions.
9. People Leadership: Accountable for leverage of Supply Chains Talent Management Strategy to assure the right Supply Chain talent is recruited, developed, retained, and deployed in line with key business priorities. Mentor and coach staff. This position will lead approximately 3 direct reports and a total headcount of 7 FTEs.
10. Culture: At all times the Manager, Site Procurement shall operate with the highest ethical standards and in full compliance with internal controls, policies, procedures, regulations, and laws. Accountable through supply base partners to execute Entergys Supplier Diversity & Local Spend objectives.

MINIMUM REQUIREMENTS

Minimum education required of the position

* Supply Chain degree or Bachelor's degree in Business, Accounting, Engineering, or related discipline or equivalent experience.
* MS/MBA degree preferred. Professional supply chain/procurement certification preferred.

Minimum experience required of the position

* 8 years of experience in materials/warehousing, purchasing, contracts or project management. 5 years of supervisory experience and/or equivalent leadership experience. 5 years of nuclear plant experience.

Desired knowledge, skills and abilities required of the position

Full understanding of all applicable policies, procedures, rules, and regulations. Strong knowledge of Supply Chain Management fundamentals. Strong knowledge of interfacing departments' processes and priorities. Uses focused listening to understand others' perspectives. Learns new information and skills quickly. Strong Performance Improvement focus. Demonstrated ability to apply applicable codes and regulations, including UCC, Contract Law and FERC. Working knowledge of all required computer systems including knowledge of Inventory, Materials or Contracts computer systems. Ability to manage performance of diverse processes and customers to meet a common vision. Knowledge of MRO materials, receipt inspection activities, warehousing and inventory management practices. Technical understanding of nuclear generation principles and operations.
