The Gilead Business Services center in Raleighs Research Triangle region will be home to some of the companys critical shared service teams in North America, including Information Technology, Global Financial Solutions, HR Operations and Procurement Services Desk. These functions provide the necessary support to ensure Gileads business runs effectively and efficiently. The center will also be a catalyst for standardization of processes, digital transformation and technology optimization.

Job Description:

The Director of Payroll reports to the Senior Director. The Director is responsible for payroll operations, compliance, payroll accounting, and vendor and stakeholder management. The position requires the individual to have the ability to effectively multi-task, prioritize work, demonstrate accountability, and effectively collaborate with both internal and external business partners to perform towards best practice payroll solutions. The Director is accountable for aligning, motivating, and leading the team to deliver quality results on objectives and advance the payroll program towards best practice service delivery through increased use of technology enablers to create capacity, increase efficiency, quality, and ensure systems and internal controls adequately support U.S. payroll, employment taxes, all applicable labor laws, regulations, and company policies. A high degree of professionalism and discretion is mandatory in handling sensitive and confidential information. Key responsibilities include:

Operations/Technology/Continuous Improvement:

* Serve as subject-matter expert for the payroll software platform, and time & attendance platforms.

* Be a key player in the evaluation and implementation of a new payroll system.

* Lead process improvement initiatives.

* Perform research and analysis of future tax issues (i.e. global payroll initiatives, internal Benefit programs, relocation compensation, and external directives) and propose and implement appropriate solutions.

* Provide project leadership for all payroll related projects. This includes creating project plans, resource planning, conducting regular project meetings, and resolving issues.

Compliance:

* Ensure compliance with all federal, state, and local laws and regulations as well as policies regarding payments of wages, tax withholding, garnishments, and employee elected deductions.

* Ensure taxes and other required government withholdings are executed, collected, deposited and reported on a timely basis to federal, state, and local authorities in a secure manner.

* Coordinate year-end tax activities including adjustments to tax withholdings, submission of IRS employer reports, and distribution of wage and tax statements (W-2) to employees.

* Maintain and regularly assess the internal controls for payroll processes and related payroll software systems. Ensure internal controls and SOX narratives and controls are correct and comprehensive. Ensure compliance to SOC-1 audit control objectives relating to our service providers.

Business Partnering/Customer Engagement:

* Build and maintain credibility with internal/external business partners and employee population from a Business Service Center model.

* Establish strong partnerships with key internal organizations such as Stock Plan Services, Accounting, Finance, Tax, Human Resources, Benefits, and SOX functions. Must be able to interact and influence peers at all levels of the organization.

* Utilize emerging technology and best practice to enhance the customer experience through improved self-service options, efficient engagement with business partners, and quality interactions with customers.

Leadership:

* Provide strategic direction to, develop, and lead the U.S. payroll staff of 8-10.

* Promote a positive team environment. Provide effective leadership, oversight, coaching, and counseling to support staff.

* Advocate for global standardization and partnership with International colleagues on project initiatives.

Knowledge and Skills:

* High level of self-motivation, accountability, leadership, positive attitude, and strong work ethic.

* Experience in managing a large payroll provider.

* Excellent verbal, written, interpersonal, relationship building and business partnering skills are required.

Basic Qualifications:

* BA or BS degree.

* A minimum of 10 years of progressive payroll management experience in a large complex multi-national corporation.

* A minimum of 6 years of leadership and people development experience.

* A minimum of 6 years working with SAP or best practice ERP systems.

* Advanced proficiency with Microsoft tools (Excel, Outlook, Word, Visio, PowerPoint).

* (i.e. V-Lookups, Pivot-Tables, Sum Ifs, etc.)

Preferred Qualifications:

* CPP and/or MBA preferred.

* Experience with Workday HCM software platform strongly preferred.

* Experience with support ticketing system to enable best practice customer experience.

* Experience working in a global Finance organization.

* Experience in biotech or pharmaceuticals industry a plus.
